The Challenge:
Managing a Complex National Traffic System

The NZ Transport Agency Waka Kotahi (NZTA) oversees New Zealand’s national transport system, maintaining thousands of miles of roads and managing complex technology networks in the country’s major cities. Through its Intelligent Transport System Network (ITSN), the agency tracks and manages traffic signals, variable speed limits and dynamic lane controls. By integrating FME into the ITSN equipment survey workflow, NZTA cut the task time from a full day to just five minutes, enabling near real-time updates, improving data integrity, and increasing stakeholder confidence.

Keeping records of thousands of network devices up-to-date is essential, but the manual process for ITSN equipment surveys was cumbersome. Analysts had to download, compress, and send photo attachments for newly installed devices, tasks that could take an entire day.

The Solution:
Automating Survey Workflows with FME

To address these inefficiencies, NZTA integrated FME into their ITSN workflow. Using an FME Flow webhook with ArcGIS Survey123, the agency automated the fetching of submission messages in JSON format and the extraction of new network device photos.

The workflow converts photo URLs to the required formats, saves them in a file, and sends them to analysts for review. After confirmation, files are uploaded to the ITSN SharePoint folder for the business owner. Multiple photo submissions per survey are handled effortlessly, with unique IDs and timestamps applied to every photo to preserve data integrity and prevent overwrites.

With the automation in place, the process runs flexibly based on demand, from zero to ten times per week, allowing NZTA to maintain near real-time updates without manual effort.

The Results:
Efficiency, Accuracy, and Confidence

The FME-powered solution reduced the reporting task time from a full day to just five minutes, a 90% reduction in processing time. Analysts can now review new submissions almost immediately, freeing the spatial team to focus on other critical tasks.

Automation also strengthened data integrity. Unique identifiers and timestamps ensure records are never lost or overwritten, fostering trust among stakeholders.
